Site Mobilization Continues
On-going activities:
- Continued mobilization of equipment and supplies;
- Continued winterization activities for the Water Treatment Plant (WTP);
- Continued the assembly of the Temporary Containment Building (TCB) base frame;
- Continued the assembly of the grout plant;
- Continued the installation of Site electrical service for the WTP and TCB vapor management system (VMS);
- Installing the decontamination pad for washing trucks and equipment that will exit the Site;
- Continued the application of water and calcium chloride for dust control;
- Continued the application of odor suppressant foam as needed for dust and odor control; and
- Maintained erosion and sediment (E&S) controls (Installed waddles - wood chip filled fabric tubes - around the Site perimeter to prevent silt and sediment from leaving the Site).
Recently completed activities:
- Conducted a small, shallow preclearance test pit to inspect the outer edge of the Holder No. 2 tank and collected soil samples for the preparation of grout/soil mix cylinders to be tested for strength and permeability prior to beginning the bucket soil mixing (BSM).
Upcoming activities:
- Decommission former monitoring wells within the excavation area;
- Assemble the TCB superstructure over the Holder No. 2 tank and install the VMS;
- Commission the grout plant and conduct the BSM demonstration test in the Holder No. 2 tank;
- Conduct a Level A subsurface survey in Kent Avenue;
- Install the WTP treated water discharge line beneath Kent Avenue to tie into the NYCDEP sewer line;
- Install electrical service from Con Edison and demobilize the temporary generator from the Site; and
- Install dewatering wells, initiate ground water extraction, and begin operation of the WTP.

Community air monitoring, initiated on Tuesday, December 1, 2015, continues as intrusive (ground disturbance) activities are conducted.
There were no fifteen-minute Action Level exceedances of Total Volatile Organic Compounds (TVOCs) or odors associated with Site activities during this reporting period.
A fifteen-minute Action Level exceedance for particulate matter (PM-10) [average dust concentration] occurred on January 12, 2016 at air monitoring station 3 (AMS-3) from 9:22 a.m. to 9:33 a.m. This exceedance was due to dust from breaking clean asphalt and concrete in preparation for excavating a test pit over the Holder No. 2 tank. Odor/dust suppressant foam was applied to the area, and dust levels returned to below the Action Limit.

There were six instances of the fifteen-minute average concentration of Particulate Matter (PM-10) [dust] on February 11, 2016, exceeding the applicable Action Limit during windy conditions. These concentrations are attributed to clean fill. Work was stopped repeatedly and water and calcium chloride were applied until dust levels returned to below the response limit and Site work resumed.

There was one instance of the fifteen-minute average concentration of Particulate Matter (PM-10) [dust] exceeding the applicable Action Limit on February 15, 2016, attributable to offloading a delivery of cement to the storage silo at the on Site grout plant. Following the offloading, dust levels returned to below the Response Limit. A shield will be installed over the silo relief port, and a water atomizing mister will be utilized to mitigate dust from the grout plant operations.
There was one instance of the fifteen-minute average concentration of PM-10 [dust] and one instance of odor exceeding the applicable Action Limit on February 18, 2016, attributable to pre-trenching activities. Work was stopped, and water (with BioSolve) and odor suppressant foam were applied to the pre-trenching area until dust and odor levels returned to below the Response and Action Limits, respectively.

Dust was measured above the Action Limit of 150 µg/m3 at AMS-2 on March 28, 2016 caused by spraying water to clean the grout plant near AMS-2. Dust was measured at the Action Limit of 150 µg/m3 at AMS-3 on March 31, 2016 and April 1, 2016 due to a rock crusher blowing small amounts of dust in the air. Additional water was applied with a fire hose during crushing, and the dust levels decreased below the Action Limit.

There were two instances of the fifteen-minute average concentration of Particulate Matter (PM-10) [dust] exceeding the applicable Action Limit at AMS-3 on September 14, 2016 during shallow excavation while water was being applied. Additional water was applied to the excavation, and the dust levels decreased below the Response Limit.

There were two action level exceedances for PM-10 on October 6, 2016 at AMS-2 during rock crushing operations. SES applied additional water, and dust levels returned to below the response limit.

Once these items were addressed, benzene and TVOC levels returned to below the Response Limit.

Community Air Monitoring Plan Summary
Community air monitoring, initiated on Tuesday, December 1, 2015, continues as intrusive (ground disturbance) activities are conducted.
There were no fifteen-minute Action Limit exceedances for Total Volatile Organic Compounds (TVOC), Particulate Matter (PM-10) [dust], or odors during this reporting period.
There were multiple instances on Wednesday evening and Saturday morning, November 23 and 25, 2016, where benzene levels exceeded the Action Limit during nonworking hours. Employees were called back to the Site to repair breaches and tears in the TCB fabric and to apply additional foam to the excavation in the TCB. Once these items were addressed, benzene and TVOC levels returned to below the Response Limit.

Community air monitoring, initiated on Tuesday, December 1, 2015, continues as intrusive (ground disturbance) activities are conducted.
There were no fifteen-minute Action Limit exceedances for Particulate Matter (PM-10) [dust], Total Volatile Organic Compounds (TVOC), or odors during this reporting period.
The Action Limit for Particulate Matter (PM-10) [dust], was exceeded at AMS-3 on December 15, 2016 at multiple times throughout the day. High winds were observed directing visible plumes of dust from the clean backfill areas towards the station. Calcium chloride was applied to the Site surface to suppress dust levels.
The Action Limit of 1.0 ppm for benzene was exceeded at AMS-3 on Saturday, December 18, 2016 from 6:49 to 6:51 am. During this time, no Site activity was taking place, and the winds were calm.
