Weekly Update February 2014

Williamsburg Works Interim Remedial Measure

National Grid will begin an Interim Remedial Measure (IRM) for a portion of the former Williamsburg Works Manufactured Gas Plant (MGP) Site, located at 50 Kent Avenue, in Winter 2014. The property is owned by the New York City Department of Parks & Recreation. Predecessor companies to National Grid operated the MGP, making National Grid responsible for remediating the property to a level protective of public health and the environment.

The IRM includes the installation of recovery wells around the perimeter of 50 Kent Avenue and a large scale excavation of MGP contaminated soil on the parcel, so that the property can be redeveloped by NYC Parks. Recovery well installation will begin during the winter months of 2014, and the excavation component will begin in the winter of 2015.

The IRM is being completed under an Order-on-Consent between the New York State Department of Environmental Conservation (NYSDEC) and National Grid dated February 2007. The Order requires National Grid to investigate, and where necessary, remediate former MGP sites, including the former Williamsburg Works MGP. The IRM is being performed under the oversight of the NYSDEC and the New York State Department of Health (NYSDOH). IRMs are approved when a portion of a site can be remediated, removing an easily accessible hazard or, as in this case, facilitating redevelopment, without affecting an eventual Remedial Action Plan for other portions of the former Williamsburg Works MGP site.

Activities Week March 3 – March 7, 2014

Commence with soft digging/pre-clearing of proposed well locations to 5 feet below ground both onsite and on North 11th Street.

Future (Two Week Look-Ahead) Activities

Continue soft dig/pre-clearing activities along North 12th Street and onsite for each proposed well location. Pre-Clear and expose inactive gas line in vicinity of NRW-07 on North 12th Street. . Mobilize drill equipment. Begin drilling activities concurrently with pre-clearing activities. Perform community air monitoring and PID screening.

Continued drilling at well locations on North 12th Street and onsite. Installed four (4) wells (NRW-05, NRW-06, NRW-07, and NRW-09) at these locations. Began developing wells on North 11th Street and onsite.

Activities Week April 14 – April 18, 2014

Prepared samples for analysis and characterization of liquid and soil for off-site disposal. Surveyed well locations.

Future (Two Week Look-Ahead) Activities

Off-site disposal of soil from roll-offs and liquid from storage tanks to appropriate disposal facilities. Demobilize all material and equipment from site.

 

 



September 2015 Update

The Interim Remedial Measure (IRM) work is set to begin, which will address the contamination related to the site at Kent Ave & 12th Street.

A public meeting will be held on September 29, 2015 to discuss the cleanup activities and what the community can expect throughout the duration of the work. The meeting will be held at 6:30pm at the Bushwick Inlet Park Headquarters at Kent Ave. and N. 9th St. in Brooklyn.

The goal of the cleanup is to achieve levels that protect public health and the environment. The cleanup action for the site includes:

  • Excavation and off-site disposal of two gas holder foundations and associated coal tar-contaminated soil to an approximate depth of 25 feet;

  • In-situ stabilization/solidification (ISS) of one of the gas holder foundations and its contents;

  • Installation of recovery wells immediately outside the 50 Kent Ave.  parcel in the street rights of way to collect non-aqueous phase liquid (NAPL) which lies beyond the boundaries of the excavation; and

  • Soil on the remainder of the 50 Kent Ave parcel will be excavated to the water table, approximately 5 feet below ground surface, and disposed off-site. The site will then be returned to approximately its existing grade.  A soil cover, consisting of a minimum of two feet of soil meeting Restricted Residential Soil Cleanup Objectives, which also allows for active recreational use, will be placed across the entire site.

On-going and future work at the Site includes:

  • Ongoing biweekly non-aqueous Phase Liquid (NAPL) gauging and recovery at wells on North 11th and North 12th Streets; and

  • Installation of piezometer in the sidewalk on the west side of Kent Avenue, between North 11th and North 12th Streets scheduled for Friday September 25, 2015.

Update for the Week Ending December 18, 2015

Site Mobilization Begins

On-going activities:

  • Continued mobilization of equipment and supplies;
  • Continued the application of water for dust control;
  • Applied odor suppressant foam as needed for odor control; and
  • Maintained erosion and sediment controls (Installed waddles, wood chip filled fabric tubes, around the Site perimeter to prevent silt and sediment from leaving the Site).

Recently completed activities:

  • Conducted the Preconstruction Safety Kick-Off Meeting with all Site personnel, National Grid, NYC Parks, and NYSDEC;
  • As part of mobilization activities:
    • installed sound attenuating barrier around site perimeter,
    • set up office trailers for site personnel
    • installed temporary generator while preparing for long-term electric power service to site
    • conducted photographic survey of preconstruction conditions of Site and surrounding sidewalks and roads;
    • installed water treatment plant (WTP) containment pad and components

Upcoming activities:

  • Conduct small, shallow preclearance excavations for drilling and sampling to be conducted the week of January 4, 2016;
  • Complete the assembly of the WTP;
  • Assemble temporary containment building (TCB) and vapor management system; and
  • Decommission former monitoring wells within the excavation area.

Community Air Monitoring Plan Summary

Community air monitoring, initiated on Tuesday, December 1, 2015, continues as intrusive (ground disturbance) activities are conducted. 

There were no fifteen-minute action level exceedances of Total Volatile Organic Compounds (TVOCs) or odors associated with Site activities during this reporting period.  There was one 15-minute exceedance for particulate matter (PM) on Thursday, December 18 from 8:45 a.m. until 9:01 a.m. due to dust created during the breaking of clean concrete to be used for recycling on Site.
